地方の ある 商店街では、店主の 高齢化が 進み、閉じる 店が 増えて いた。空いた 店は そのまま シャッターが 下りた 状態に なり、通りは 暗く なる 一方だった。
そこで 商店街の 組合は、空き店ぽを 若い 人に 一年間 無料で 貸す 制度を 作った。条件は 二つ。週に 四日以上 開ける ことと、月に 一度 商店街の 行事に 参加する ことである。売り上げの 報告や 家ちんの 支はらいは 求めない。
三年間で 十一軒が 入り、その うち 七軒が 一年後も 営業を 続けて いる。パン屋、古本屋、修理店など 種類は さまざまだ。
組合の 会長は 「もうけを 出すより、まず 通りに 人が 歩いて いる ことが 大事だった」と 話す。人が 歩けば、残って いた 店にも 客が 入る。空き店ぽを 埋める ことは、目的では なく 手段だったと いう ことだろう。
